Custom CSS: custom $content_width value doesn't overwrite theme's $content_width

Description

Steps to reproduce:

  1. Activate a theme that sets a $content_width value (e.g. one of the default themes
  2. Activate Jetpack and the Custom CSS module
  3. In Appearance > Edit CSS, define a custom $content_width value that is different from the theme's:

  1. Save your changes
  2. Load a page where a Youtube video is inserted using oEmbed, or where you've inserted a Vine video using Jetpack's Vine shortcode:
    • Youtube uses oEmbed, and ends up using the global $content_width value set by the theme.
    • Vine uses Jetpack::get_content_width(); by default, and consequently uses the custom value we set in the Custom CSS screen.

I believe the Custom CSS Content width setting should overwrite all settings, as mentioned in the description of the option.

Could we overwrite the global content width value on save?
