Expose "Anzahl Events"/"Sichtbarkeit in die Zukunft" via staff REST (1.6.3)

GET/PUT /amzec/v1/staff/settings lets the app read and change these two
settings without a trip to wp-admin.

 * Fix: `GET /amzec/v1/events` (used by the website's homepage) ignored the "Anzahl Events" setting under Events > Einstellungen when the caller didn't pass its own `count` - it silently fell back to a hardcoded 12 instead. It now falls back to the configured setting, same as the `[amzec_events]` shortcode already did.
